Judge Billingsley joined the LawReader staff on March 23, 2006, as Senior Editor. He is responsible for editing all postings and managing design and development of content. He also writes LawReader’s Weekly synopsis of the decisions of the Ky. Court of Appeals, and the Monthly synopsis of the decisions of the Ky. Supreme Court. His experience in the practice of law for 13 years, his experience in serving as a District Judge for l9 years, followed by three years as Boone Circuit Judge, and his authorship of more than a dozen books and studies on About Judge Billingsley:
Judge Billingsley was elected District Judge for the l5th. Judicial District covering Carroll, Owen and Grant counties in l984. In 2003 he assumed Senior Judge Status and was assigned by the Chief Justice to serve as Boone Circuit Judge. Judge Billingsley officially retired from the judiciary on March 22, 2006 having completed his Senior Status Judge contract. Judge Billingsley has lectured at numerous legal seminars for the Ky. Bar Association and the Northern Ky. Bar Association. He served as an Adjunct Professor of the Judge Billingsley previously served in the Kentucky General Assembly as a State Representative in 1974, serving Oldham, Trimble, Carroll and Judge Billingsley is the co-author of Kentucky Driving Under the Influence Law published by West Thomson Publishing Co.. This popular book is currently in its twelvth edition. Billingsley has authored a civil procedure guide for Small Claims Court, a study about Guardianship Theft that lead to new legislation in 1990 reforming the procedures for appointment of guardians of wards estates. He has just completed a massive project as editor of LawReader’s KRS Annotated. This project contains over 40,000 pages of He co-chaired the Attorney General’s Task Force on Domestic Violence Crime that lead to many new laws relating to Domestic Violence and the Ky.
